Family Inceptions, a surrogacy and egg donation agency serving intended parents, surrogates, and egg donors across the United States, needed a way to show up in local search results across dozens of states simultaneously. With clicks under 250 and average positions sitting between 30 and 40, their organic presence was not reaching the people who needed them most.
Paradox Marketing designed and deployed a scalable location page system that produced approximately 180 state-specific pages — each with unique, persona-driven content — without the time and cost of building each page individually. The result: indexed, discoverable, and conversion-ready location pages live across every state where surrogacy is legally supported.
Family Inceptions had been serving families across the United States since 2008, but their digital footprint did not reflect the geographic reach of their services. Despite operating in multiple states, the website was not optimized for local search. It means that a prospective surrogate in Texas or an intended parent in Florida had little chance of finding them through organic search in their state.
The numbers confirmed the gap. Before the project began, the site was generating fewer than 250 clicks, impressions of around 10,000, and average keyword positions between 30 and 40 — effectively invisible in search results. With an organic traffic baseline of 60,494 visitors and an estimated organic traffic value of $95,000, there was significant untapped potential sitting in local and state-level search intent that the site was not capturing.
The surrogacy landscape also added a layer of legal complexity. Not every state is equal: some are surrogacy-friendly, others require caution due to unenforceable contract terms, and some prohibit surrogacy and egg donation outright. Any location page strategy needed to account for this, which ensured the agency only appeared and directed users in states where they could legally and ethically operate.

Before a single page was written, Paradox Marketing conducted a comprehensive assessment of all U.S. states to classify them by surrogacy, legality, and viability. Each state was categorized as surrogacy-friendly, a caution state where certain contract terms may not be legally enforceable, or a red state where surrogacy and egg donation are prohibited entirely.
This classification became the foundation for all subsequent work — ensuring that location pages were only created for states where Family Inceptions could legitimately serve clients, and that messaging was tailored to reflect the legal environment a prospective surrogate or intended parent would encounter in their state.
A SWOT analysis via Google Search Console was also used to identify which existing location signals the site already had, and which states represented the highest-priority opportunities for new page creation.
The project delivered a fully operational, legally considered, and SEO-structured location page library that gave Family Inceptions a credible local presence across the United States.
